Yes, anyone can send in a proposal. Presenters are given full access to the conference.

There is a blind review process to select presentations.

I`m a teacher librarian from C. Rainha, Portugal. I want to ask if the call for presentation is limited for participants in the conference, or if everybody can send a proposal. Thank you.
